Uganda: Strengthening the Capacity of Local Council Courts towards Enhancing Access to Justice

In 2013, ILI-ACLE entered into a Memorandum of Understanding with the Democratic Governance Facility for an initial two-year initiative, and extended for an additional eight months, to strengthen access to justice in Uganda through building the capacity of the local council courts (LCCs), the most accessible court structures in the country. With continued support from the Ministry of Local Government (MoLG) and buy-in from key stakeholders, ILI-ACLE developed a comprehensive training manual, approved by MoLG and other Justice, Law and Order Sector stakeholders.  A cadre of 903 MoLG trainers were trained and empowered to conduct training of LCCs at the village and parish levels in more than 45 districts across Uganda. Thousands of LCC members have been trained  and due to the notable impact the initiative has had, a further extension has been granted for additional activities. Kenya: Project Preparation, Analysis and Finance as it relates to PPPs

On behalf of the PPP Unit, National Treasury of Kenya, ILI-ACLE designed and implemented a specially tailored programme on Project Preparation, Analysis and Finance as it relates to Public Private Partnerships that run from December 13 -16, 2016. The seminar, attended by 20 officials from various government institutions including universities and ministries, focused on project agreements, analysis and finance as unique to PPPs. Uniquely designed, the programme included facilitation from a team of three highly experienced experts who provided three important perspectives – Former Premier of Gauteng Province in South Africa, Mbhazima Shilowa, provided rare insight into the political perspective and shared his experiences overseeing the biggest PPP in Africa, the Gautrain, as well as others in the province. PPP expert and advisor, John Samuel, provided a comprehensive overview on the PPP process and technical issues, providing relevant and useful case studies from around the continent and globe. Legal expert and senior partner in one of the best PPP firms in South Africa, Metja Ledwaba, focused on the types of PPP agreements, key clauses and issues related to negotiations. The comprehensive approach provided participants with practical insight and possible solutions and remedies to various challenges they face.
