Kenya National Assembly: Mid-Advanced Certificate in Legislative Drafting

ILI-ACLE was requested by the Legal Directorate of the Kenya National Assembly to design and implement an advanced two-week training programme on legislative drafting for their team. Following a brief needs assessment, ILI-ACLE developed the programme taking into account their needs, building in daily practice exercises. The programme also provided the colleagues the opportunity to, together, reflect on issues they face and possible solutions.

Customised Programme: Mid-Advanced Legislative Drafting Seminar

A two-week Mid-Advanced Certificate Programme in Legislative Drafting was held in Mombasa, Kenya during the two last weeks of January 2016. This tailor-made seminar had an audience of 14 participants from the Directorate of Legal Affairs of the Kenya National Assembly. It was led by the eminent Hon. Justice Vincent Crabbe. Participants already had undergone legislative drafting training and wanted to enhance these skills with more practical and detailed coverage that addressed some of the challenges they were coming across in their work. Drawing on participant experiences and expectations, ILI-ACLE developed a customised advanced programme that integrated daily practical exercises and discussions that were highly appreciated by the participants.

Rwanda: Development of the Legal Framework for Government of Rwanda Public Enterprises

After successful competitive bidding, ILI-ACLE was awarded a contract to develop the legal framework for public enterprises in Rwanda. ILI-ACLE developed a draft law and implementation guidelines (and accompanying Ministerial Order) to provide a structure for governance and requisite oversight of public enterprises, in light of the existing legislation relating to Public Enterprises. After consultations with stakeholders and a desk review of best practice jurisdictions, ILI-ACLE developed a draft law with implementation guidelines, explanatory notes and a Ministerial Order for Board Remuneration to regulate and monitor public enterprises and to ensure a robust system. The draft legal framework was presented to stakeholders at a validation workshop in June 2012.

State Law Office, Kenya: Legislative Drafting Seminar

A special two-week seminar on Legislative Drafting was organized to enhance the drafting skills of a group of ten officials from the Legislative Drafting Department at the State Law Office in Kenya. Tailored to highlight the specific needs of the participants, the programme combined a focus on the principles of legislative drafting as well as daily practical drafting exercises.

Rwanda Commercial Law Reform Project

Rwanda Commercial Law Reform Project

ILI-ACLE was awarded a contract by the Government of Rwanda to reform the country’s commercial laws critically linked to the promotion of private sector development and good governance. ILI-ACLE successfully submitted 16 pieces of legislation in both French and English, contributing towards the recent enhancement of the country’s World Bank competitiveness ranking including novel legislation in the area public financing of infrastructure. Heretofore, Rwanda did not have a PPP law. Towards this end, the ILI-ACLE interviewed a cross section of stakeholders in the public, private, civil society and donor sector and harmonized a civil law tradition with a common law approach.

Parliamentarians from Blue Nile State, Sudan: Diploma Programme in Legislative Processes and Parliamentary Systems

ILI-ACLE conducted a three-month diploma programme on legislative processes and parliamentary systems for members of parliament from the Blue Nile State in Sudan’s Three Areas who had little or no experience or knowledge in legislative procedures and processes. The specifically tailored and comprehensive training (preceded by a needs assessment visit to the Blue Nile State) provided the parliamentarians with a set of basic legislative tools to support them in effectively passing legislation and participating equally to help guide parliamentary administration at the local level and resolve policy issues crucial to the success of the-then Comprehensive Peace Agreement. As part of the programme, the participants were attached to the Ugandan Parliament for a week. Following the conclusion of the programme, one of the parliamentarians with a legal background was admitted to the ILI-ACLE Legislative Drafting Diploma programme to strengthen his drafting skills.
